The direct bus is the easy option: FlixBus runs 2 buses a day from Kotor to Tirana, about 6 hours on the timetable, with fares from about €35 (roughly $41). It is cheaper and more interesting to break the trip in Shkodër: Kotor to Shkodër is about 4 hours from about €29 (≈ $32), and Shkodër to Tirana is under 2 hours on frequent buses for a few euros. There is no train. A private transfer or taxi costs roughly €150 to €220 (≈ $167–245) per car and takes about 4 to 5 hours, depending on the border queue.

FlixBus lists 2 departures a day in 2026, the first at about 10:40 and the second around 12:55, with a timetable time of about 5 hours 50 minutes for 232 km and fares from about €35 (≈ $39). FlixBus itself warns that Montenegro lines can face longer delays at the border and in traffic in peak season, so 7 hours is realistic in August.
Buses leave from Kotor bus station on the main M-2 road, a 10-minute walk south of the Old Town; the station charges a €2 (≈ $2.2) platform fee on all departures, paid in cash. In Tirana, buses stop at several points: Tirana East Gate (Lindor) is the main terminal on the eastern edge, while stops near the Hotel International / Skanderbeg Square area are far handier for the centre. Check which stop your ticket names.
Book on the FlixBus app or via aggregators such as 12Go or Busbud; aggregator prices are often higher once fees are added. Local agencies in Kotor also sell seats on minibuses to Tirana and Shkodër; confirm the vehicle and pickup point before paying.

Shkodër is the first Albanian city across the border and the gateway to Theth and Lake Koman, so most routes pass it anyway. FlixBus runs Kotor to Shkodër daily, about 4 hours 10 minutes from about €29 (≈ $32), stopping on Rruga Teuta (Berisha Info Point, Hotel Rozafa) close to the centre.
From Shkodër to Tirana, FlixBus lists about 3 buses a day from about €13 (≈ $14.5), and local buses and minibuses (furgons) leave through the day from the centre. Budget 1.5 to 2 hours for the 100 km. Several daily services also run from Shkodër direct to Tirana Airport, roughly 1.5 to 2 hours for about 1,000 to 1,300 lek (€10 to €13 (≈ $11.1–14.5)), paid in cash.
Our route used this pattern: we were in Montenegro from 20 August 2023 (3 days in Kotor) and finished at Podgorica, then spent 2 days in Shkodër, 3 in Theth, and arrived in Tirana on 16 September for 4 days. If Theth is on your list, read how many days in Shkodër and how to get to Theth before booking the onward Tirana leg.
The main road crossing is Božaj / Hani i Hotit on the Podgorica to Shkodër road; there is also a southern crossing at Sukobin / Muriqan near Ulcinj. Which one your bus uses depends on the route, so do not count on either. Neither Montenegro nor Albania is in the EU or Schengen, so the EU Entry/Exit System does not apply; it is an ordinary passport check on each side, usually done on the bus or at a booth.
Off-season both crossings usually take minutes. Live queue trackers show car waits of roughly 20 to 45 minutes at Hani i Hotit at busy times, longest around late morning and afternoon, and summer weekends are worse. A taxi or private transfer from Kotor to Tirana costs roughly €150 to €220 (≈ $167–245) per car according to local transfer operators, with a door-to-door time of about 4 to 5 hours. That makes sense for three or four people with luggage, or if you want to stop at Lake Skadar or Shkodër's Rozafa Castle on the way.
Driving yourself, you need written permission and a Green Card from the rental company to take a Montenegrin car into Albania; one-way drop-offs across the border are expensive. Read driving across Balkan borders and driving in Albania before choosing this.
• Money: Montenegro uses the euro; Albania uses the lek. Euros are widely accepted in Shkodër and Tirana but change comes in lek, often at a poor rate. See Albania cash culture and ATMs.
• Seats: sit on the right heading south out of Kotor for the bay, and on the left after Budva for the open sea.
• Summer: in July and August, take the earliest bus; traffic around Budva and the border builds through the day.
• Arriving in Tirana: most stops are outside the centre; taxis are cheap, but agree a price first. Flying out next? See Tirana airport to the city.
