The Ceres bus from Cebu South Bus Terminal is the cheapest way and works fine: about 4 hours to Oslob for roughly ₱269 (≈ $4.2) (non-aircon) to ₱330 (≈ $5.2) (aircon), about $5 to $6, and about 2.5 to 3 hours to Moalboal for less. A private car or van is faster and the only sensible choice if you land late or want to do the whale sharks and Kawasan Falls in one day; expect several thousand pesos per vehicle. Between Oslob and Moalboal there is no direct express: you ride the Ceres to Bato and change. On our route we were in Oslob from 25 to 29 November 2022, Moalboal from 29 November to 6 December, then one night in Cebu City.

Ceres Liner (the yellow buses, part of Vallacar Transit) runs south from the Cebu South Bus Terminal on N. Bacalso Avenue in the city. A September 2026 fare listing puts Cebu to Oslob at about ₱269 (≈ $4.2) non-aircon and ₱330 (≈ $5.2) aircon, around 4 hours, and warns older listings still show under ₱200 (≈ $3.1). Moalboal costs less, in about 2.5 to 3 hours. Fares had been rising with fuel prices through 2026, so budget the higher figure.
Two routes go south. For Oslob, take a bus along the east coast signed Oslob, Santander or Bato via Oslob. For Moalboal, take the west coast bus signed Bato via Barili, or Moalboal. Check the sign board and tell the conductor your stop: Oslob's whale shark area is in Tan-awan, a few kilometres before Oslob town, and Moalboal's beach area is Panagsama, a short tricycle ride from the highway at Moalboal town.
• Frequency: buses leave throughout the day, with sources citing roughly every 30 to 45 minutes from early morning into the evening; the terminal itself is busy around the clock. We could not confirm an official 2026 timetable, so do not plan on the last bus.
• Tickets: pay the conductor on board in cash; there is no advance booking. Aircon buses fill first on weekend mornings.
• Go early: whale shark interaction at Oslob runs in the early morning (see our Oslob whale shark guide), so if you want to do it on arrival day you need a pre-dawn bus or, better, a night in Oslob first.

The airport is on Mactan Island, across the bridge from the city. A taxi or Grab to the South Bus Terminal is about ₱300 to ₱500 (≈ $4.7–7.8) and 30 to 60 minutes depending on traffic. Cebu traffic at rush hour can easily add an hour, which is the main argument for a private transfer straight from the airport if you arrive after mid-afternoon: by the time you reach the terminal and ride 4 hours south, it is late at night.
This is the leg most people do after the whale sharks. Take any Ceres bus from Oslob south to Bato terminal (about 30 to 40 minutes, around ₱50 to ₱70 (≈ $0.78–1.1)), then change to a bus going up the west coast to Moalboal (about 1.5 to 2.5 hours, roughly ₱150 to ₱180 (≈ $2.3–2.8) per a 2025 to 2026 guide). Buses leave Bato about hourly. In total allow 3 hours or more.
Moalboal to Oslob is the same in reverse. Kawasan Falls at Badian lies on this west-coast road, between Bato and Moalboal, so many people stop there with their bags; ask your Moalboal hotel about luggage storage options before trying it.

A private car or van with driver from Cebu City or the airport is the fast, comfortable choice and the only practical way to combine Oslob, Tumalog Falls and Kawasan in one day. Hotels and local transfer firms quote per vehicle, and prices rise with the number of stops; we did not find a reliable current figure to give here, so get two quotes. Shared tour vans that bundle whale sharks and Kawasan leave Cebu City at around 3 to 4 a.m.
We came into Cebu from Coron and spent four nights in Oslob, a week in Moalboal and a final night in Cebu City before the flight out. That order, east coast first then west, means only one change at Bato and leaves you a short 2.5 to 3 hour hop back to the city at the end. Moalboal deserves the longer stay: the sardine run is right off Panagsama, and the turtles are along the same reef.
The whole 4-week plan, including the Palawan half, is in our Philippines itinerary. If you are going in January, check Sinulog 2027 dates: the festival weekend jams the city and fills buses.

• Cash only: carry small peso notes for the conductor, tricycles and the whale shark fee.
• Bags: large bags go in the hold or at the back; keep valuables on you. The South Bus Terminal is crowded, so watch phones there (see is the Philippines safe to visit).
• Getting off: sit near the front and show the conductor your destination on a map; stops are on request.
• Entry and money: fill in eTravel before flying in, and see tipping in the Philippines for drivers and guides.
