The Moalboal Sardine Run: Snorkeling from the Beach, and the Bus from CebuAttractions & day trips

How do you see the Moalboal sardine run, do you need a boat, and how do you get there from Cebu City?

By · Published

You do not need a boat for the Moalboal sardine run. The school sits a few metres off Panagsama Beach: walk in, swim out 10 to 20 metres, and you are in it. That is the reason this is one of the best value wildlife experiences in the Philippines. Moalboal is 90 to 100 km southwest of Cebu City, about 2.5 to 4 hours by bus, and we stayed a week here in December 2022.

Why there is no boat

The sardines (actually a huge school of sardines that has been resident off Panagsama since a 2011 drop in water temperature pushed them inshore) sit over a shallow reef edge close to the beach. You can snorkel to them from the shore, which means no operators, no fees and no schedule.

Rent mask, snorkel and fins from any of the dive shops along the strip if you did not bring your own. Go early in the morning for the calmest water and the best light; by afternoon the surface chops up and the visibility drops.

Sea turtles are also common on the same shallow reef, often closer to shore than the sardines. Keep your distance and do not chase them — they are the reason many people end up staying longer than planned.

Getting there from Cebu City

Bus (cheapest): go to Cebu South Bus Terminal and take a Ceres Liner bus headed Bato via Barili — the west coastal route — and confirm with staff that it stops at Moalboal. Fare is around ₱170 to ₱250 (≈ $2.7–3.9) depending on whether the bus is air-conditioned, and the trip is 3 to 4 hours. Pay the conductor in cash.

From Mactan-Cebu airport, a taxi or Grab to the bus terminal takes 45 to 60 minutes and costs roughly ₱350 to ₱500 (≈ $5.5–7.8).

Private transfer: ₱3,000 to ₱4,000 (≈ $47–62) per vehicle, which is worth it if there are several of you with luggage.

The bus drops you at Moalboal town proper, not at the beach. Panagsama is about 5 km further — take a tricycle or habal-habal for ₱50 to ₱150 (≈ $0.78–2.3), which takes 10 to 15 minutes.

Where to stay, and why Panagsama matters

Almost all the dive shops, restaurants and the sardine run itself are at Panagsama Beach, not in Moalboal town. Staying in town means a tricycle commute twice a day; staying at Panagsama means walking into the water.

Panagsama is a narrow strip of guesthouses and dive resorts along a single road. It is not a beach-resort experience — there is no long sandy beach, and the shore is rocky. What you get is the reef on your doorstep.

White Beach a few kilometres north is the conventional sandy beach, good for a lazy afternoon but not where the sardines are.

We had seven days here, which is more than most people need, but it is the kind of place where a two-night stop turns into four. If you dive, budget more; the Pescador Island trips and the wall dives are the other reason people come.

Practical notes

Cash is the default. There are ATMs in Moalboal town but they run out; bring enough pesos for several days.

There is no reef fee for the sardine run from the beach, which is another reason it is unusually good value. Boat trips to Pescador Island and the surrounding dive sites are charged separately by the dive shops.

The area is exposed to weather. In the wet season visibility drops and the crossing to Pescador can be cancelled. The dry season, roughly December to May, is the reliable window — which is when we were there.
