Trip planningAs of 21 October 2026, the Turkish State Meteorological Service (MGM) puts Istanbul's winter at about 10–12°C by day and 4–6°C at night, with rain on roughly 14 to 16 days a month from December to February. Cappadocia is far colder: Nevşehir averages 4–6°C by day and below freezing at night, and snow is a real possibility. Whether the hot air balloons fly is decided every morning under rules set by Turkey's civil aviation authority (SHGM), and winter has the most grounded mornings. Winter is worth it if you want lower crowds and don't mind rain in Istanbul and cold in Cappadocia, as long as you give Cappadocia three or more mornings. We spent October 2023 in Istanbul and the first week of November in Göreme, so we know both places in late autumn but have not seen them in snow; the winter figures here are MGM's.

MGM's official long-term averages for Istanbul (measured 1950–2025 at Kadıköy, Florya and Sarıyer):
• December: 11.8°C high / 6.5°C low, 99.2 mm of rain over about 15.5 days.
• January: 9.6°C high / 4.2°C low, 88.8 mm over about 16.3 days.
• February: 10.2°C high / 4.2°C low, 70.7 mm over about 13.9 days.
That is cool, damp and changeable rather than harsh: a waterproof jacket, warm layers and shoes that cope with wet cobbles cover it. Days are short, with sunset before 5pm around the solstice, so start sightseeing early. Most of Istanbul's big sights, from Hagia Sophia and the Blue Mosque to the Grand Bazaar and the cisterns, are indoors, which makes the city one of the better winter destinations in Turkey.
Sometimes, but not reliably. MGM's records show the city's coldest readings at −9.0°C in February and its deepest snow at 41 cm on 9 March 1987, so heavy snow is possible. In most winters snow comes in short spells and doesn't settle for long in the centre. MGM's public statistics page does not give an average number of snow days, so we won't quote one.
When it does snow, ferries and some flights can be disrupted for a day or two. Leave slack before an international departure in January or February.
MGM's averages for Nevşehir (measured 1959–2025), the nearest official station to Göreme:
• December: 6.2°C high / −1.3°C low, 48.4 mm over about 12.3 days, 3.1 hours of sunshine a day.
• January: 4.0°C high / −3.6°C low, 45.4 mm over about 12.3 days, 3.1 hours of sunshine a day.
• February: 5.5°C high / −2.6°C low, 41.1 mm over about 12.1 days, 4.2 hours of sunshine a day.
Much of that winter precipitation falls as snow. Nevşehir's record lows reach −23.6°C in February, and MGM's deepest recorded snow there is 64 cm on 2 February 1992. Snow on the fairy chimneys is the photo many people come for, but it is not guaranteed on any given week. Pack a proper winter coat, hat, gloves and boots with grip: valley trails get icy, and balloon launches mean standing in a field before sunrise.
We were in Göreme from 31 October to 5 November 2023, before the snow season, so we can't describe it under snow first-hand.
Balloon operators don't make the call alone. Under SHGM's balloon operations instruction SHT-OPS-B, a meteorological assessment group of designated pilots reviews the forecast from the day before and finalises it on the morning of the flight. The decision is published by the Slot Service Center as a flag: red (no flying), yellow (prepare but don't fly yet) or green (flying permitted, with the final call left to the pilot and operator). A red flag cannot be reversed once issued.
The same instruction bars passenger flights when surface wind at launch exceeds 10 knots, when the wind forecast for landing is above that limit, and when visibility is 2,000 m or less. Winter brings exactly those conditions: wind, fog and snow.
SHGM does not publish a month-by-month cancellation rate, so we don't quote one. What has been reported, citing official figures: balloons flew on 223 days in 2025 across the year, and in February 2025 heavy snow, wind and fog kept them grounded for 18 days in a row (5 to 23 February), according to NTV. Give yourself at least three mornings in Cappadocia in winter and book the flight for the first one. Our Cappadocia balloon cancellation guide covers refunds and rebooking.
As of 21 October 2026, Turkey's official museums site lists Hierapolis–Pamukkale as open daily from 08:00 to 18:00, with the ticket office closing at 17:00. The north and south gates close at 18:00 and the pedestrian entrance at 17:00. The Antique Pool is listed as open. Hours are longer in summer, so check the official page close to your date.
You walk the travertines barefoot, and on a cold morning the water and stone are chilly; the pools stay warm, but the walk up isn't. We visited in early November 2023, when the terraces were quiet. Current prices are on the official e-ticket site; see our Pamukkale day trip guide for what the ticket covers.
• Worth it if: you want fewer crowds at Hagia Sophia and Topkapı than in spring and autumn, and the chance of snow in Cappadocia, and you can spare extra mornings for the balloons.
• Less good if: the balloon flight is the main reason for the trip and you only have one or two nights in Göreme, or you want long hours of daylight for walking the valleys.
A typical winter split is four or five days in Istanbul and three nights in Cappadocia, flying between the two to save time on icy roads. For a fuller route, our 10-day Turkey itinerary adds Pamukkale and Ephesus.
MGM's long-term averages give Istanbul a January high of 9.6°C and low of 4.2°C, with rain on about 16 days. It is cool and damp rather than freezing.
Sometimes. Snow usually comes in short spells and doesn't settle for long in the centre. MGM has recorded snow up to 41 cm deep (March 1987), but it does not publish an average number of snow days.
It can. Nevşehir averages a December high of 6.2°C and a low of −1.3°C with about 12 days of precipitation, and January and February are colder. Snow is likely at some point in winter but not guaranteed in any given week.
Yes, on mornings when the flag is green, but winter has the most cancellations from wind, fog and snow. In February 2025 balloons were grounded for 18 days in a row. Allow at least three mornings and book your first.
Under SHGM's SHT-OPS-B rules, a meteorological assessment group of pilots issues a red, yellow or green flag each morning through the Slot Service Center. Flights are banned on red or yellow, and passenger flights are barred when launch wind exceeds 10 knots.
As of 21 October 2026 the official museums site lists 08:00 to 18:00 daily, with the ticket office and pedestrian entrance closing at 17:00.
Entry rules change, and they depend on your nationality — always confirm the current requirements on the official government site before you book or apply. Only use official government (.gov) portals; ignore look-alike agency sites.
