Every international arrival in Indonesia, Bali included, has to submit the free All Indonesia Arrival Card online within 3 days (72 hours) before landing at allindonesia.imigrasi.go.id. You get a QR code by email that you show at immigration and customs. The card has been mandatory at all international entry points since 1 October 2025, and it replaced two older forms: the e-CD customs declaration and the SATUSEHAT health pass. It is not a visa and it does not cover the Bali tourist levy. Below: what it asks, when to file, how it fits with the e-VOA and the levy, and how to avoid the fee-charging copycat sites.

## What the All Indonesia card replaced, and since when

Before September 2025, arriving in Bali meant up to three separate digital steps: an immigration arrival record, the customs **e-CD** (electronic customs declaration) and the **SATUSEHAT** health pass. **All Indonesia** folds the immigration, customs and health questions into one form on one government portal.

It became mandatory at **Jakarta (CGK), Bali (DPS) and Surabaya (SUB)** airports on **1 September 2025**, and at all remaining international entry points from **1 October 2025**. If you have an old blog post telling you to fill in the e-CD and SATUSEHAT separately, it predates the change.

Everyone needs their own card: tourists, business travelers, returning Indonesian citizens, and children and infants, even when a child travels on a parent's passport.

## When to submit: the 3-day window

The portal accepts submissions only **within 3 days (72 hours) before your arrival**. Arriving on 20 March means you can file from 17 March. Earlier submissions are refused, so any site offering to file it "weeks ahead" is not the real one.

File it before you fly, ideally the day before departure, so the QR code is already in your inbox when you land. The form takes a few minutes once you have your details ready. The card is tied to one specific flight or voyage, so a fresh card is needed for every entry into Indonesia, including a second entry on the same trip.

One person can fill in a group submission for family or friends on the same flight: shared flight and accommodation details are entered once, each traveler's passport and health details are added, and each person still gets an individual QR code.

## What the form asks for

Have these ready before you open the portal:

• **Passport and travel details:** your name exactly as it appears in the passport's machine-readable lines, passport number, nationality, flight or vessel number, arrival date and the address of where you are staying (your first hotel or villa booking).

• **Health declaration:** whether you have had symptoms in the last 48 hours and whether you have recently been in countries with active outbreaks. This is the part that replaced SATUSEHAT.

• **Customs declaration:** goods over the duty-free allowances, commercial goods, large amounts of cash and similar items. This is the part that replaced the e-CD.

Phones: short-stay visitors generally don't need to register a phone's IMEI. Longer stays with an Indonesian SIM do, and some consular guidance says that registration still runs through the customs side rather than this card, so ask at the customs desk if it applies to you.

After submitting, save the QR code as a screenshot and keep the confirmation email. A printed copy is a sensible backup if your phone battery is low after a long flight.

## How it fits with the e-VOA and the Bali tourist levy

Three separate things, three separate government sites, and the arrival card does not replace either of the other two:

• **e-VOA (the visa):** US travelers and many others need an electronic Visa on Arrival from **evisa.imigrasi.go.id**, IDR 500,000 (about $30), for a 30-day stay. Apply days before departure. Our [Indonesia and Bali visa guide](https://clevertourists.com/resources/do-i-need-a-visa-to-visit-indonesia-bali) covers eligibility and extensions.

• **Bali tourist levy:** a one-time **IDR 150,000** (about $10) charge for foreign tourists entering Bali, paid on the **Love Bali** site (lovebali.baliprov.go.id) or at airport counters. It produces its own QR voucher.

• **All Indonesia Arrival Card:** free, filed in the last 3 days before you land.

A sensible order is e-VOA first, then the levy, then the arrival card in the final 72 hours. On landing at Denpasar you show the e-VOA at immigration, the arrival card QR code at immigration and customs, and the levy voucher if asked. Our [Bali airport arrival guide](https://clevertourists.com/resources/bali-airport-arrival-guide-customs-evoa-and-taxis) walks through the terminal and the taxi touts outside it.

## Scam sites: the real card is free

The only official address is **allindonesia.imigrasi.go.id**. Indonesian government sites end in **go.id**; if the address doesn't, close it.

Look-alike sites buy search ads above the real portal and charge a "processing" fee for a form that costs nothing. Australia's Smartraveller service has warned travelers to beware of fake websites charging a fee to submit the arrival card, and a May 2026 report described a traveler who paid $148 to one before realising it wasn't official.

If you paid a third-party site, check whether a QR code from the official portal actually reached your email. If not, file again on allindonesia.imigrasi.go.id within the 72-hour window and dispute the charge with your card issuer.

## Missed the window or have no QR code?

Submitting in advance is the rule, but if you land without a card the airport has signage and help to complete it on arrival. Expect to stand aside on your phone while the rest of your flight goes through, and you will need a working data connection or the airport Wi-Fi. Fill it in on the plane's Wi-Fi or before you board and you skip all of that.

## Frequently asked questions

### Is the All Indonesia Arrival Card free?

Yes. It costs nothing on the official site, allindonesia.imigrasi.go.id. Sites that charge a fee are unofficial; Indonesian government sites end in go.id.

### How many days before arrival can I fill out the All Indonesia card?

Within 3 days (72 hours) before arrival. For a 20 March arrival the form opens on 17 March. Earlier submissions are not accepted.

### Do I still need the e-CD customs form for Bali?

No. Since September 2025 at Bali, Jakarta and Surabaya, and since 1 October 2025 at all international entry points, the All Indonesia card replaced the e-CD customs declaration and the SATUSEHAT health pass.

### Is the All Indonesia Arrival Card the same as the e-VOA?

No. The e-VOA is the visa (IDR 500,000 at evisa.imigrasi.go.id). The arrival card is a free declaration filed in the last 3 days before you land. US travelers need both.

### Does the All Indonesia card include the Bali tourist tax?

No. The IDR 150,000 Bali tourist levy is paid separately on the Love Bali site or at airport counters and has its own QR voucher.

### Do children need their own All Indonesia Arrival Card?

Yes. Every traveler, including children and infants, needs an individual card and QR code. One adult can enter the whole group in a single submission.
